This passage forms the "doorway" between the larger unit of Matthew 5-9 and the following unit beginning in chapter 10. At the end of Matthew 4, Jesus sees large crowds and so goes up the mountain and preaches His Sermon on the Mount in 5-7 (Speech). Then in 8-9 He comes down and heals many sick, blind, mute, demon-possessed, and even dead people (Act). In 9:35, Jesus sees crowds again, has compassion on them, and so begins work of sending His disciples to continue the work of the same, Speaking and Acting.
